Rosneft Oil Company and Qatar Foundation (QF) have signed an agreement on the cooperation development in science, technology and education at the 24th St. Petersburg International Economic Forum (SPIEF-2021). The document has been signed as a follow-up to a similar agreement between the parties dated March 28, 2018.
Under the terms of the agreement, parties plan to organise advanced training and retraining for Russian and Qatari specialists and engineers in educational establishments supervised by Qatar Foundation and in leading Russian universities that are partners of Rosneft.
The parties will exchange scientific and technical information in the oil and gas industry and will consider the development and the implementation of joint research programmes. The priority areas will be engineering plastics and polymers, oils and lubricants, gas processing, petrochemicals, green chemistry, etc. To implement research programmes, Rosneft and QF intend to create a Joint Laboratory Complex at the Rosneft International Center for Research and Development QSTP-LLC based in QF’s Qatar Science & Technology Park.
During the SPIEF-2021, Rosneft and QF have also signed a memorandum on the development of the engineering infrastructure for the implementation of technological projects in order to create this Joint Laboratory Complex.

Rosneft Oil Company has the most extensive research base in Europe. The Company’s research complex includes 31 design and research institutes, as well as 44 specialised institutes. The total number of employees exceed 17,000 people.
The research complex is the basic unit for making scientific and technical decisions in all areas of activities of the Company, from exploration to product marketing. The Complex provides 100 per cent support for the Company’s geological work and 100 per cent support for Rosneft’s production projects’ documentation.
Rosneft’s research complex has developed and implemented the own line of science-intensive software in geology, design, and development monitoring of the oil and gas fields. For instance, the Complex has developed and successfully implemented the first industrial hydraulic fracturing simulator RN-GRID in Eurasia, which ensures the implementation of all operations and engineering evaluations necessary for fracturing design.
The Company works with the universities collaboratively and provides the academic licenses of the corporate software for training qualified young specialists. Rosneft is pursuing cooperation with seventy Russian and foreign universities in most regions of its operation under relevant agreements. Twenty-six of those are partner universities of Rosneft.
Rosneft International Center for Research and Development is a research institute of the Company in Qatar, which, along with scientific and technical activities, performs the functions of promoting various business areas of the Company in the region.
The main activities of the Center are the development of innovative solutions in the field of production, oil refining and LNG, the production of structural plastics, gas processing, the creation of new catalysts, polymers and oils, as well as the organization of training for Rosneft employees in popular areas on the basis of Qatari universities and Qatari energy companies.
